The career behind the work

He has defined requirements, built markets, led pursuits, formed partner teams, and carried programs into delivery.

Michael founded Lochlann Strategies to bring that full-lifecycle judgment directly to leadership teams facing a growth decision, priority pursuit, market entry, or difficult program transition. He remains the hands-on lead from the first assessment through the handoff.

His career has included serving as the government customer within the U.S. Air Force; building companies and markets; leading growth, capture, and partnerships; and directing program startup and international delivery.

That range lets him test an opportunity from more than one angle: Is the need real? Is the path to win credible? Can the organization stand behind its promise? Who owns the next decision?

01

Government requirements & acquisition

Defined worldwide modernization requirements and supported acquisition strategy, RFPs, statements of work, site requirements, systems engineering, and design reviews.

02

Growth strategy & capture

Built pipelines, shaped market strategies, led business development and capture, and governed bid investment across U.S. and international markets.

03

Partnerships & market entry

Built and governed teams involving primes, technology providers, specialist firms, and local partners across organizations and geographies, with clear workshare and accountability.

04

Program leadership & delivery

Led engineering, commercial, operations, and field teams through startup, site readiness, implementation, recovery, acceptance, and handoff while coordinating with customers and partners.

The pursuit and the delivery plan should tell the same story.

Why the full lifecycle matters

Internal ownership may be divided. Customer confidence is not.

Strategy, capture, commercial commitments, and delivery are often managed by different teams. The customer sees one organization and judges one promise.

Lochlann brings customer, technical, commercial, partner, and delivery stakeholders together early, so the pursuit reflects real technical, financial, schedule, operational, and implementation constraints.

Working principles

A few rules keep the work useful.

01

Evidence before activity

More meetings, partners, proposals, and pipeline do not make an opportunity better. The facts should determine where time and money go.

02

One owner for each decision

Every growth initiative and pursuit needs an executive sponsor, a day-to-day owner, clear decision rights, and a named delivery lead before the handoff.

03

Quality over headline value

Revenue matters, but so do margin, cash, delivery risk, and customer confidence. Total contract value alone is not a strategy.

04

Build internal ownership

The engagement should leave stronger plans, clearer roles, better relationships, and an internal team that can carry the work forward.
